Dr Cairo Ojougboh was born on the 8th of September 1959 in Delta State, Nigeria. He had his primary education at Pilgrims Baptist Primary School, Agbor before he proceeded to Columba’s Grammar School (Now Gbenoba Grammar School, Agbor) for his secondary education.

Dr Cairo Ojougboh graduated from Auchi Polytechnic before he went to the University of Benin, where he obtained his Bachelor of Surgery, Bachelor of Medicine (MBBS).

Dr Cairo Ojougboh was the Chairman of the Alliance for Democracy (AD) before he became the Presidential Liaison Officer to the President on NASS and also the Special Assistant to Mr. President on NASS in 2007.

Dr Cairo Ojougboh also served as the National Vice Chairman and Chairman of the Peoples Democratic Party South-South Nigeria. He was also the chairman of the Nigeria Export Processing Zones Authority. Later on, he was appointed as a political adviser to Chief Edwin Kiagbodo Clark CON, OFR.

Dr Cairo Ojougboh represented the Ika federal constituency of Delta State at the House of Representatives level. In 2019, he was the APC gubernatorial candidate but he lost the election. he also held several awards for his outstanding performance including the African Meritorious Award for Good Conduct, Supreme Niger Delta Youth Council Worldwide Distinguished Merit Award Ambassador of Niger Delta.
